Institutions receiving funds under Section 18004 of the CARES Act are to acknowledge expenditures according to a federal Electronic Announcement directive from the Department of Education. The Department of Education issued new reporting guidelines which superseded the May 6, 2020 DOE Electronic Announcement instructions. It is available here: https://www2.ed.gov/about/offices/list/ope/caresact.html. All grantees of HEERF funding are required to publicly report budget and expenditures quarterly under CARES Act Sections, 18004(a)(1), 18004(a)(2), and 18004a)(3), if applicable.

The Department of Education released a PDF form for institutions to report expenditures under CARES Act Sections, 18004(a)(1), 18004(a)(2), and 18004a)(3), if applicable. First reports on the PDF version are due to be publicly posted on institutions website by October 30, 2020 covering the period from the date of the first HEERF grant award through September 30, 2020, and then quarterly thereafter. https://www2.ed.gov/about/offices/list/ope/heerf-quarterly-reporting-v131.pdf

Recipient must promptly and timely report to the Department on the use of funds no later than 6 months after the date of this award in a manner to be specified by the Secretary pursuant to section 314(e) of the CRRSAA. Recipient must also promptly and timely provide a detailed accounting of the use of funds provided by this award in such manner and with such subsequent frequency as the Secretary may require. Recipient will comply with any other applicable reporting requirements including those in Section 15011(b)(2) of Division B of the CARES Act. The Department of Education (ED) has confirmed that institutions will be required to post the Quarterly Institutional Public Reporting Form (which was updated on May 11) and the Quarterly Student Public Reporting Form for HEERF II and HEERF III funds to their websites by the tenth day following the end of each calendar quarter, as has been that case for HEERF I funds. Notably, ED acknowledges that because it never affirmatively established HEERF II reporting requirements, it is extending the deadline by which institutions must submit retroactive reports for HEERF II for the first quarter of 2021 (January through March) to the end of the second calendar quarter, which is June 30, 2021. https://www2.ed.gov/about/offices/list/ope/heerfreporting.html
